[hamper (我的英文還是太爛)]

我看到這個句子 (別人寫的)
shouldn't have I made a conclusion before making out the actual situation.
我想問的是有這樣倒裝的用法嗎?
我從來沒看過有人這樣寫..
是他太天兵還是我太孤陋寡聞？
請板友幫我解惑，多謝!
