It is [difficulty in communication] that causes visitors to Africa...

     If only 就是 I wish  用法皆同

     If only + S. Ved...       --> 與現在事實相反
             + S. had p.p...   --> 與過去事實相反

     ex. If only I were rich.
         If only I had been in Paris last month.

     原句因為有 "then" 的關係  所以可知 應該是與過去事實相反   所以...
