寫信問了編輯，他們的回答是
The Journal of Engineering will be indexed in INSPEC and will be sent for
consideration in the EI Compendex. When the journal has established an impact
factor it should also be indexed by SCI.
看來目前僅有EI以後才有機會變成SCI
