[問題] Grand Canyon collision之VFR on TOP

[court0043 (紅色十月)]

1956 Grand Canyon mid-air collision 的Air Crash Investigation,
已經可以在youtube 找到.

是說, TWA flight 2 既然是VFR on Top,
它的高度應該是odd thousand + 500 ft, 或 even thousand+500 ft 不是嗎?
怎麼會飛在 21000 ft (導致相撞)?
