有鑒於行李規定有點太複雜, 身為一個宅宅programmer看code比看條文熟悉,
於是用了個簡化版的判斷式, IATA規定比較繁雜, 就簡化了, 詳細請參閱ana的解釋

Operating carrier 實際在飛的人
Code share flight 訂位航班編號跟實際航空在飛的編號不同
