氣候似乎愈來越不易預測, 氣候變遷已經成事實? 那麼政府是否該規定所有電廠要改成
燒天然氣? 核四廠是否要繼續蓋? 要更多核能電廠嗎? 還是完全不需要核電廠? 傳說
健保局入不敷出, 快要關門. 應該是增加每個人健保費? 還是看病自付額? 還是指保平
常的病? 該不該照顧沒能力付保費的? 蘇花高速公路到底應不應該開? 蘇花高鐵呢? 為什
麼會修某門課? 選擇的條件, 分數好不好? 功課會不會很多, 花許多時間? 學得到東西?
本課程期望建立一套合邏輯的方式協助制定決策. 內容分為兩大部分, 首先討論效率
(efficiency), 公共財 (public goods) 及外部性 (externality), 估計成本 (cost),
估計收益 (benefit), 成本 – 效益 (cost-effectiveness), 政策工具, 以及簡單的案
例.
下半部分討論政策的選擇技術(Choices), 內容包括選擇模式, 替代方案 (alternatives),
決策者的優先順序(preference), 最佳選擇 (best choice). 應用工具差異方程
(difference equations), Markov models, 決定優先順序, 計畫的收益-成本評估
(cost-benefit evaluation), 估計未來 – discounting.
內容課程中將隨時帶入現實相關問題進行討論.
注意事項:
評分準則為: 習題 30%, 期末報告 70%.
習題包括運算及讀書報告, 習題在一週內交, 逾期不記分. 習題可以討論, 不可以抄襲.
期末報告題目應該在 10 月7日前交, 以後每週上課提一頁書面進度報告. 報告應於12月
19日下午五時前交, 逾期每一日所得分為原分數之 0.75. 不滿一日者超過一小時以半
天計. 期末報告若有一段抄襲, 以零分計.
1 月2 日於課堂上口頭(用投影)報告.
