Jazz Notes: The Utah Jazz and NBA by Ross Siler and Steve Luhm Saturday, July 11, 2009 The Millsap offer As we were taxiing to the runway in Orlando airport this afternoon, the calls started coming in about Paul Millsap's offer sheet from Portland. It took about five minutes after landing in Salt Lake City four hours later to realize the Trail Blazers had dropped the hammer on the Jazz. The Jazz are now facing the nightmare scenario mentioned months ago, in which they would be forced to match a huge offer to Millsap or risk losing him this summer followed in all likelihood by Carlos Boozer exiting next summer as a free agent. The offer to Millsap is worth between $32 million and $36 million over four years. My guess is $34.5 million, with Portland using its $7.7 million in cap space as the starting salary and giving Millsap the maximum annual raises equal to 8 percent of the first-year value. That would be a little different than what some of us expected, with a large first-year salary and smaller amounts after that, to leave Portland in a better position once Brandon Roy's and LaMarcus Aldridge's extensions kick in for the 2010-11 season. The Blazers also have given Millsap what's been described as a significant signing bonus. The maximum it could be is 17.5 percent of the total value of the contract. Assuming it's $34.5 million, that's a $6 million bonus. The way signing bonuses work is that you divide the amount over the length of the contract and then subtract that from each year's salary. The bonus amounts to $1.5 million annually, minus $7.7 million, leaving Millsap with a $6.2 million base salary for this season. But the Jazz would have to pay Millsap $6.2 million, plus the $6 million bonus, for a total of $12.2 million, plus another almost $11 million in luxury-tax penalties, minus the share of the tax revenue they're going to lose. Whoever described the offer to Jason Quick of the Oregonian as being potentially "toxic" knew what they were talking about. Where the Jazz go from here is uncertain. They could look to trade Boozer, who has questioned whether he is in the Jazz's plans given their reluctance to offer him a long-term contract. At least five teams are believed to have interest in Boozer. The Jazz could decline to match the offer sheet and hope Millsap becomes a $9.5 million drag on Portland's payroll in 2012-13. They also could match the offer and table a decision about a Boozer trade until later this summer or even into the season. Or the Jazz could acknowledge that they're in a bind. The offer sheet to Millsap can be withdrawn, but only by the consent of the two teams and Millsap. That consent could take the following shape: The Jazz push through a Boozer trade that benefits Portland - - think Kirk Hinrich - - and allows the Jazz to take back a modestly paid player while agreeing to add a fifth year to the deal to appease Millsap. The way I'm thinking the offer sheet is structured, adding another year would push Millsap to five years and $44.6 million. It's a win for Portland, a win for Boozer, a win for Millsap and a less bad for the Jazz, which might have to be considered a win. It was a gutsy move by Portland GM Kevin Pritchard to tie up his money in Millsap for a week - - hurting the Blazers' chances of signing Lamar Odom, Andre Miller or any other free agent if the Jazz end up matching - - but it's absolutely nailed the Jazz. In the meantime, Millsap's agent, DeAngelo Simmons, secured a remarkable deal. I'm not sure Simmons saw Portland's offer coming as recently as Wednesday night, but that's not the point.
