google搜了一下

裡面有提到 unit definition
Activity is expressed in nih units obtained by direct comparison
to a NIH thrombin reference standard.
所以我猜應該是用 NIH 所準備的 standard 去定義的吧.
另外有提到reference

應該是一本書
