[問題] 發簡訊的問題

[whileloop (迴圈)]

我申請了發簡訊的服務，取得了一個dll檔
我將此dll檔reference進去後，"理論上"應該這樣就能使用（非socket寫法）
但是仍無法成功發出簡訊，出現的錯誤訊息為：

「基礎連接已關閉: 無法為SSL/TLS 安全通道建立信任關係」

但是我看此物件傳的參數中，連到的Server網址是 http:// 而非 http://
請問會是什麼問題？
我不明究理之下，若加上下列程式碼：

WebClient wc = new WebClient();
ServicePointManager.ServerCertificateValidationCallback =
                    delegate { return true; };
string s = wc.DownloadString("http://XXXXXXX/Page.aspx");

就會出現下列訊息：

                  ???~?Tw???O?@???e??ID.

實際的訊息，上面這行的確是亂碼！用Google查了一下，可能是下列訊息：
Invalid or missing protection profile ID in request.
