What is your budget? There are a lot of B&Bs in Quebec.
If you don't mind staying outside the Old Quebec, there are a lot of options.

Of course..it's nicer to be inside the wall (in old quebec)
I found a really cheap one ($20 a night, shared bath)

Most B&B in QC will start at around $75 and more in the summer.
You can go on www.bonjourquebec.com to look for B&B and YH info.
Make sure you select "Quebec City and area" under Region
and under City/town, you can try:
Quebec City - Downtown Saint Roch
Quebec City - Downtown Upper Town
--Downtown is NOT the Old Quebec, but you can take a bus to go to the old town
Quebec City - Old Quebec (inside the walls)
Quebec City - Old Quebec (Old Port)
