你的問題可能來自於希臘文句子結構，造成不同譯本有不同翻譯。
希臘文聖經Westcott/Hort
μη εαυτουs εκδικουντεs αγαπητοι
No (your)selves revenging, beloved-ones!
αλλα δοτε τοπον τη οργη
but give place to-the wrath!
γεγραπται γαρ
it-has-been-written yet/for:

並沒有說明是"誰的"憤怒，可能是上帝的憤怒，或是對信徒發怒的其他人，
所以和合本才有＂聽憑主怒（或作：讓人發怒）＂兩種翻譯方式，從下一句看
最有可能是主的憤怒。
εμοι εκδικησιs εγω ανταποδωσω λεγει κυριοs
＂申冤(報應,報復,或懲罰)在我，我將報應＂ ，主說
說明上帝負責申冤，將要報應（懲罰）該懲罰的人，
但是沒有直接詳細說明是在欺侮者活著的時候報應，或是在欺侮者死後審判時報應。
這節經文的結論應該沒有甚麼爭議，讓人困惑的應該是不同版本的翻譯方式不同，
