[issue1755] delay during boot on kdb0

Hi,

Following patch uses the same logic as FBSD does for AcpiOsSleep() so instead of
DELAY() we will be using tsleep() unless we pass 0 ms.

This fixes the long wait upon boot when the battery is being initialized.
