    Sync zoneinfo database with tzdata2010b from elsie.
    
    northamerica:   8.28 -> 8.30
    zone.tab:       8.31 -> 8.33
    
    Beginning in 2010, several Mexican cities near the north border will share
    their DST schedule with the United States.
    
    This requires splitting up several zones (adding new ones for those
    cities).
