    mkioctls: Miscellaneous cleanup.
    
    * Add a proper '#!/bin/sh' since this is a shell script.
    
    * Clean up the list of excluded /usr/include/* softlinks.
    
    * Remove unneeded #include's.
    
    * Remove some empty lines.
