[GSoC] Proposal revised: Improve dsched interfaces and implement

Thank Venkatesh Srinivas for his comment on my proposal. I have revised
it to elaborate the necessity of the "back-side interface to the disk
scheduler".

I am looking forward for your further suggestions. :)
