葡萄牙曾在20世紀初因財政困難,想將澳門賣給美國,但受到中葡條約內容的牽制,
葡萄牙若要轉讓澳門主權,必須先徵得中國同意.葡萄牙當局為了能賣澳門順利,
曾試探北洋政府意願,希望獲得首肯.當時北洋政府內也有人主張趁機跟美國貸款,
以美國的名義買下澳門,再每年撥款還債給美國,如此就能順利在數年後光復澳門.
結果北洋政府不怎麼感興趣,所以此事做罷,葡萄牙賣不掉.
