我覺得是1...但是他可以把牌"花"掉，做法是
使用Beer，使用Miss，關警長jail
第二個Miss不發生效應，關警長jail不發生效應...
如果牌規定是寫the target of jail can't be chief，
那就不能關警長，也就是說，除非他關同伴或關自己，否則jail棄不掉
(關自己還好，反正他沒有Bang)
如果牌規上是寫If the target of jail were chief, it fails,
那表示他可以關警長，只是沒有用而已，就當成功花掉了:)
魔法風雲會裡這方面的限制很嚴，Can't be target跟No effect不一樣
玩家也不能任意棄掉手牌...
