仔細看了一下規則 發現我們漏掉了一些規則(是因為連結裡的是新版規則嗎？)

If Step 3 has not arrived, remove the highest number power plant from the
future market and put it at the bottom of the power plant deck.
也就是說在step 3出現之前，每turn結束後要把最大的電廠放到最牌堆最底下
If Step 3 arrived, remove the lowest numbered power plant in the market from the
game.
出現後，每turn結束後要把最小號碼的電廠直接移掉
In either case, replace the removed plant with the next plant drawn from the
power plant deck (as cards remain).
以上兩種情形都是再抽電廠補上
This completes a game round. If the game has not ended, begin a new round.

補充說明 以上的動作發生在bureacracy turn 也就是大家在發電賺錢的那一turn
跟蓋電廠是不同的phases
