其實這條文法是否還適合當考題，我個人是存疑的，
從一些主流英英詞典的例句中觀察，感覺似乎沒什麼人在理會這規則...
不信的話，可以查查詞典，看看補習班老師最常提的essential和important，
有沒有人在鳥這規則 XD
文法書中說，在某些形容詞、這些形容詞之前往往是以it is，
其後的that子句：
英式中有should，但be前的should可省略；美式則很少有should
(意指雖然should即使被省略，但其後動詞還是用原形動詞)
書上列舉的形容詞沒有traditional，詞典例句也看不出省略should用be，
書上列舉的形容詞包括：
advisable, anxious, better, concerned, desirable,
eager, essential, fair(=just), good(=just), imperative,
important, just, mandatory, natural, necessary, obligatory
proper, reasonable, right, urgent, vital, wrong, no wonder
