that it is not the stability of the exchange rate that will determine china’s
future, but the stability within its own borders (這裡的that不是代替reminder，
不是關代，且後面接完整句子，應該是that子句，當名詞用，就是指前面的
a potent reminder，用法跟 the fact that+子句，相同)
至於下面這句
it is not the stability of the exchange rate that will determine china's future
應該是表示強調的分裂句=> It is 要強調的字 that ......
例 : I like Mary. 要強調瑪麗變成It is Mary that I like.
I stayed up yesterday.要強調昨天變成It is yesterday that I stayed up.
原句 應是 The stability of the exchange rate will determine China's future.
要強調匯率的穩定就變成 =>
It is the stability of the exchange rate that will determine China's future.
然後改成否定+not
後面那個but和前面的not是一組的，not.....but....(不是....而是.....)
