我不很清楚of nature
但意思大概是 在希臘緊繃的經濟情勢已經得到舒緩的情況下，IMF對希臘的貸款
可以在利率方面作討論，也好過做更多嚴峻的成本刪減方式。
(這件新聞的經濟背景是，由於希臘已經還不起過多的對外國借款，因此IMF在協調
如何讓事情能夠讓各國能在不讓希臘破產的情況下 拿回最多的錢，所以，認為利率的
調降是比較好的，而不是直接大筆免除其債務。)
