我是這樣解這句的

less than 10 percent more  than it had been in 1950
^^^^^^^^^^^^^^^^^^^^^^^^^  ^^^^^^^^^^^^^^^^^^^^^^^^
比10%少更多                比起1950年的it(應該是指前述的average production cost)

順順文法後就是比1950年的平均花費的10%少更多

所以應該要怎麼看才正確呢?

→ stool:你先不要看"less than"
→ stool:10% more than it had been 這樣就是比1950多十趴
→ stool:加了less than就是少於十趴成長
