[文法] sth can hardly be overstated ?

請問一下板上大大們

在網路上有看到篇文章裡的句子:

The horror can hardly be overstated.


另一個句子:

The importance of such software in the life of a disabled person

can hardly be overstated



這兩句中都有 can hardly be overstated，意思是說非常重大、重要嗎?

有點雙重否定的感覺(不會+太超過)

不知道這樣的解釋對嗎?
