introduction 光看字義未必代表執行
implementation 則一定有執行

第一段 introduction of a ban "禁令"一定有執行，沒執行的禁令不叫禁令，叫禁令草案
(plan/draft/proposal for a ban)
尤其是前面還說警察在監控數據變化
所以一定是警察開始執行後才能監控禁令的效果，不論是用introduction 或
implementation都不會搞不懂到底有沒有執行
所以第一段兩個可以互換，不會造成意義的變化

第二段
Tenancy holders must do X to prove Y before the implementation of Z
譯為 "在實施Z之前tenancy holders 要做 X 來證明 Y"
但如implementation改成introduction
tenancy holders must do X to prove Y before the introduction of Z
解釋成"在Z進入議會受討論之前/在Z被公佈之前/在提出Z之前 tenancy holders ..."
也都ok
代表在此implementation換成introduction意義會變
所以在第二段這兩個字不能互通
