[請益] 字典解釋中，someone和you的差別??

常常有這樣的疑惑，像:

administer:

V-T If someone administers something such as a country, the law, or a test,
they take responsibility for organizing and supervising it.

supervise:

V-T If you supervise an activity or a person, you make sure that the activity
is done correctly or that the person is doing a task or behaving correctly.

有的時候會用someone來描述，有的時候卻用you
是互通的嗎 ???
