這句如果沒看翻譯的話，看很久都看不懂，
if有儘管的意思嗎？它有省略哪些字嗎？
而且這句只有一個主詞就是some criminals，但為什麼後面還要有men？
句子接得不太懂，請板上強主為我解釋好嗎？
