純屬猜測

這個用法源自於

wring your hands: to rub and twist your hands together 'cause you're worried

                  and upset

和

wag: to move your finger or head from side to side, especially to show

     disapproval

應該就是兩個情緒混合的意思，或是單純用disapproval去解釋
