這個問題經大家的回答後好像還是無解

我特別去問了出過很多英文學習相關書籍的專家

他的解釋為:

有be動詞的情況,通常疑問詞為主詞
所以What do you think is the situation?這句是對的

但有些情況是例外:
如Who is he? Who are you?等等,疑問詞就為受詞補語

所以加入do you think則成

Who do you think he is?

經以上統整, 我的想法是

因為英文通常不喜歡頭重腳輕

關於What is the situation? 和 What is the tone of the speaker?

回答比較常用xxx is the situation. 和 xxx is the tone of the speaker.

故What在此為主詞

但是像Who are you? 那種簡短問句,就無頭重腳輕的疑慮
故Who為受詞
