這篇文章在說北韓最近的行為會造成甚麼後果，然後說目前只有中國對北韓有影響力
這句話應該這樣解讀：
China has as much to lose as anybody in that region
with 1) the continuation of this kind of behaviour, and
2) what the potential might be
也就是說：在這兩種情況的影響下，中國受到損失的機率是跟這個區域其他國家一樣的。
至於是甚麼情況呢？
1) 北韓持續這樣的行為
2) 這種行為所可能帶來的後果（what the potential might be）
