[文法] was/were to

[gigigaga17 (多情種子)]

有一個文法問題想請教大家

Articles to fulfill nearly every practical household need were to be had.

這句構裡頭的were to 是什麼作用阿

還有類似像是 He is to be blamed 也是

感激不盡囉^^
