查到within的用法
是指before a certain period of time has passed
或during a certain period of time
但下面兩個例子還是有點不太理解
（一）
The Council shall decide on the existence of an excessive deficit in
accordance with Article 104c (6), within three months of the reporting dates
established in Article 4 (2) and (3) of Regulation (EC) No 3605/93.
想問的是
上面這句我的理解是
理事會須依據第104c(6)條決定超額赤字的存在，時限為第3605/93號規則第4(2)及(3)
條所規定的報告日期的三個月內。
然within three months of the reporting dates究竟應該如何理解
所謂的reporting dates
是指會員國每年3月1日前及9月1日前均須向理事會報告
那麼是說3月1日及9月1日後的三個月內 還是3月1日及9月1日前的三個月內
（二）
另外 若是within one month of the Council decision establishing.....
是說在理事會做出決定後的一個月內嗎
還是理事會作決定可以考慮一個月
然後within是指在理事會作決定的這一個月內
