      Since President Ma took office,he referred to the concept of normalization

of the cross-strait economic and trade times and again. But in fact,

 President Chen in office referred to the normalization of cross-strait

relations already.They both referred to normalization, but why the trend of

 economic and trade policy to Mainland China was so differences. This

article explored the reasons for that .


    They mentioned the normalization, but on their own strategic thinking is

different.President Ma 's overall strategic thinking is "Maintaining the

status quo,andTaiwan first ".However, President Chen's overall strategic

 thinking is ''The normalization of cross-strait relations ".

In this context, the development of political and economic

trend to be different.


    This thesis employs Comparative Analysis and Text Analysis as it's

reserch methods.I try to make a systematic comparison of their strategic

 thinking and describe the actual act of political and economic supporting

their strategic thinking.

     Finally, I try to comparing economic and trade policies to

 mainland china thay maked ,

 and distinguishing between the policies towards

normalization, or liberalization.
