標題[求譯] 請問這段話的意思

求中譯：
The Supreme Court has ruled that public universities can collect student
activity fees even from students who object to particular activities, so
long as the groups given money are chosen without regard to their views.
我有問題的是最後一句，"their views"應該是指 studuents' views,
但是不知道 "are chosen without regard to their views" 整體來說是為何
能作為付活動費的條件？
