求中譯： This applies only if the initial purchaser purchased the new building
         prior to that building subject to reassessment to the owner-builder.


我的試譯: 這個只適用於當那間新的房子被重新估價給屋主/建造商之前，
          最初的買主已經買了那個房子了。

所以意思是說  如果是在估價之後才買了這房子，"這規定"就不適用了...?

有點抓不太到它要說的意思，謝謝!
