請問以下的意思... >"<

Conversion of cargo rates and charges must be carried out to
one decimal place beyond the number of decimal places of the
rounding off unit.

The rounding off procedure is based on the half-way point of
the rounding off unit.

Half the rounding off unit and more = up

Less than half the rounding off unit = down

例如:
1.Amount to be rounded-off = 746.3893
2.Rounding off unit = 0.001
3.Rounded-off amount will be either/or = 746.389 / 746.390
4.Half-way point = 746.3895

最後要求得 Rounded off amount = down to 746.389

1是題目會給的值
2是貿易法規定(依各個國家不同而定)
3我猜是由1去決定的值
4則是3的二個值相加除以2

但我不懂依據文章內容,如何判斷down or up ...

可以請解答一下嗎?
還是其實應該去po在數學板呢?? ><"
