請問各位板友，小弟在某本書內看到下列句子

Koizumi has been trying hard to turn the current ruling party-dominated

system of goverment into one more under the control of the prime minister
                         ~~~~~~~~~~~~~~
himself. But he has yet to complete what he has envisaged.


翻譯：

小泉純一朗致力於將現在執政黨主導的政府體制轉換成首相主導。

但是，他尚未開始作他想做的事情



想請問句中one more under在句中有何作用
