那是個簡答，本來就不是句子。

原句等於
A group that calls itself the League For Peace.

是由一個名詞 (a group) 和一個修飾它的形容詞子句 (that...) 組成。

然後又變成
A group calling itself the League For Peace.
用V-ing...來修飾前面的a group

之所以不能用p.p. (called) 因為在這裡call是主動的。
譬如說：
A group called the League For Peace. 意思變成「一個被稱作...的團體」。

如果在原來的題目裡用完整句回答，會變成
They were a group calling itself the League For Peace.
                  ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^這部分是修飾group的。

→ omnihil:我所知道的分詞構句功能是副詞，這裡的分詞功能是形容詞。
→ jerrty:還有問句的were 是過去式  why原句的 calls 是現在式?謝謝
→ omnihil:問句可能在問之前看到的那群人是誰，所以用過去式。
→ omnihil:回答他們是什麼人時，因為身分屬於事實，用現在式。
