標題[文法] 強調語氣

the economy since
it is the financial institutions
that provide business
with loans
needed to start up, innovate and invest.
一開始看以為it is...that是強調用法，
但再看仔細又覺得that是形容詞子句，
可是後面又出現needed動詞，所以我搞混了。。。
可以幫我解惑嗎。。。。。。。。
