would have 可以表示對過去的猜測嗎? 還是一定是與過去事實想反?

例如

Not so long ago,this notion would have been politically,economically

and socially-speaking,an impossibility.

在不久前，這想法"應是"不可能的

與過去事實相反的話就有點怪

那麼如果一個說話者說
Mom would have been home this morning
意思是?
與過去事實相反 還是猜測?
