也就是說，本文中應該是省略掉了兩個逗點，

是補充說明，
補充上一句Every fit male Turkish citizen。
所以假使用義譯來翻的話，
otherwise not barred可以翻成：
「換句話說（也就是說），沒有被禁止的」
所以你在解讀句子的時候，
不應該otherwise not 這樣看，
應該otherwise not barred
這樣看。
