先説，這裡問題所在，是「be to」的用法，後面剛好跟著被動「be V-ed」，形成
be to be V-ed，再加上第一個 be 的否定，形成 be not to be V-ed。
這種 be to 的 be 是個類情態動詞 quasi-modal verb，後面固定接 to 來表現情態。
be to 的情態有好幾種可能，視語意、情境、後接主動或被動、是否用於條件句而定。
這裡的 be to 後接被動，無論是肯定的 be to be V-ed 或否定的 be not to be V-ed
所表現的情態是「能力」，是一種弱的情態，或可以用 can 來替代：
Difficulties are to be feared. ~ Difficulties can be feared.
直譯：困難「有能力」、「能」被懼怕
意思：困難是可怕的、困難很可怕。
Difficulties are not to be feared. ~ Difficulties cannot be feared.
直譯：困難「沒有能力」、「無法」被懼怕
意思：困難不可怕。
be to 的其他情態還有：
強烈義務或義務
對未來的計劃安排
可能發生
發生機會渺茫
