很簡略就我的看法回答：
問「是什麽」What is...? 時，用 of。
但是，問「有沒有」Is there...？，即某東西「存不存在」時，竟然應該用 to。
試比較（句子前注 * 者不自然/不合法）：
What is the meaning of life? 生命的意義是什麽？
*What is the meaning to life?
Is there a meaning to life? 生命有意義嗎？
*Is there a meaning of life?
What is the function of this handle? 手把的功能是什麽？（已經假定功能存在）
*What is the function to this handle?
Is there a function to this handle? 這手把有作用嗎？（問功能存不存在）
*Is there a function of this handle?
（同時注意 the 和 a 的對比。）
