[請益] 一個句子的形容詞子句範圍的文法與翻譯

                                                            ???????????
constitution confers norm-creating power binding norms.

試譯：只有在這樣的預設下才有著這樣的宣稱：
....憲法授予創造規範的權力....有拘束力的規範。

（上一行，我的功力就翻不好了，因此求教文法與翻譯），這牽涉到形容詞子句。

可能有兩種理解。我自己優先是判斷：

1.形容詞子句，要嘛是從to whom開始，一直到power，也就是我畫???之處。
請問我的猜測正確嗎？
疑惑：只是這樣有點怪，因為those與 binding norms中間插了一個字句。以前沒看過。

2.還是說這個形容詞子句範圍一直延伸到binding norms呢？
疑惑：若是如此，該子句的意思很難翻譯。「授予創造規範權力有拘束性的規範」？

懇請高手解析文法與翻譯，謝囉..
