[文法] to 後面接原形動詞或動名詞?

這幾天看到一些TO的用法自己無法分辨是哪一種用法

[1] the best approach to meeting strangers is saying hello.

這裡是因為 approach 是名詞

所以後面meeting strangers當作名詞子句和前面對應嗎?

[2] there is an old saying that Rome wasn't built in a day,and this applies

    to changing bad habits.

這句就完全不瞭解了...

請問大家什麼情況下比較常看到to後面接Ving或動名詞呢?
