這個句子蠻有趣的，有些不懂的地方想請教一下

1. 如果是 with which the statute opens 為一個整體的話 (opens為動詞)
might otherwise have indicated要怎麼解釋呢？
might have 的主詞是誰，是delaration嗎
-> than the bold policy declaration might otherwise have indicated
如此的話，似乎文法上並不合 (不確定)，因為delaration 不會indicate自已？
->或者是 more qualified than what the declaration might otherwise have
indicated. 然後what被省略嗎 但這樣就沒有先行詞，應該也不對？
就好像 Don't put off what you can do today.
變成 Don't put off you can do today. 這樣應該不合理
2. 當下看句子直覺是
.... than the declaration which the statute opens might otherwise
have indicated with
也就是說當下看opens這個字的時侯是N.，解讀為開放未閉鎖的狀態

因此後半段就中文是
「..比 依據大膽的政策宣言來解讀法條的開放空間 還來得更qualified」
不過上述都是因為我一開始就有這樣的想法，所以找了證據來支持
因此很可能會有偏頗。會有這樣的句子解讀也許是因為閱讀法院判決
會發現爭點常在於「不明確的法條中，該如何解讀」，因此當下就
直接認為是如此。
因為想了好久，還是不懂，所以問一下
請大家幫忙看看糾錯，我的文法解釋是不是有問題
