我答案:
1.B: whether poor foreign policies will severely affect   OR
     how severely poor foreign policies will affect   (這個據該版友說是錯的)

2.which one of the methods is the optimal   (也是錯的....)
感覺c大的應該有解到，忘記which可以自己當代詞="=
