某人 be to blame = 某人 should be blamed
blame sth /sb for sth
blame sth on sb/sth
They blamed the Americans for the failure of the talks.
= They blamed the failure of the talks on the Americans.
The Bible always sells well because it is inspired by God.
She's a best-selling author (= an author whose books are very popular).

: (b)was being blamed
: (c)was to blame
: (d)was blaming
: 2. air conditioners ___ in the summer months.
: (a)sell well
: (b)are sold good
: (c)are sold well
: (d)sell good
