這是一種常見句型。
*A is to B what X is to Y (A之於B 猶如X之於Y)
= A is to B as X is to Y
= As A is to B so is X to Y

對， 主詞/it is believed to是固定用法。
用was believed to have committed suicide
是因不定詞to後面的動作發生較believed來得早。
另外，commit a suicide是錯的，不用加a。

這題是分詞構句的題型嗎? were 為何留著?
不是分詞構句，一般的句型 S were doing…when S 過去式動詞。
你把中間的插入句with cigarettes in their hands省略就看清楚了。

〈A〉5. Advertising is distinguished from other forms of communication _____
the advertiser pays for the message to be delivered.

印象中that前面不能加介係詞,還是in that 有別的意思
這裡的in that是「因為」之意，可視為because。

請問從哪可以判斷用介係詞with

上面句型表示動作附帶的狀態。
既然EQ後面直接接Ving，就不能選連接詞，只能選with。
