原文是"The rules of the game have changed."雖然你猜得還算近

大意應該是沒問題的
不過...其實英譯中一方面也是考驗中文的作文程度
1. 該譯的不要隨便省略，例如說may have transformed的may沒有譯出來
2. 該省略的請省略「英語非母語者與英語為母語者」
都知道在講英語就不用每次都寫吧？何不寫母語使用者和非母語使用者
3. 「使用英文的使用英語人士」，你中文真的會這樣講嗎?
4. 我不知道為什麼你「英語」和「英文」要變來變去，在此文中應該可以固定一個?

scheme of being比較抽象我搜尋推敲很久，還是不能很確定它的意思
但是我確定這邊scheme一定不是指配置
這句應該是從網路上一個blog的文章改的:
"While the world is changing in every conceivable dimension,
so that education is faced with a new scheme of being, ...."
: : developments and be swept along with them in mindless confusion or they
翻譯的時候就算遇到不明意義還是要小心處理，be swept along是被動
這邊的be swept along是指他們毫無「頭緒」地被新的潮流推著走
而不是他們去掃平什麼東西，主動被動不可亂改
還有不曉得你為什麼會覺得mindless confusion是毫無「良心」?

這邊的some measures應為some amounts的意思
public institution在行政院的翻譯是公法人，不過在這個語境我不確定是不是這個意思
總之這句的意思該為「讓public institutions可以維持某種程度的控制和方向」
而不是「失控」
