英文可能改變了世界，但今天在英文使用者中，英文非母語人士多出英文母語人士三倍，
世界也在改變英文。光在亞洲就有三億五千萬人使用英文，相當於美國、英國、以及
加拿大三國的人口總合。
: (二)The world is changing in every conceivable dimension,such that humanity is
: faced with a new scheme of being.Policy-makers can choose to ignore these
: developments and be swept along with them in mindless confusion or they
: can seek to understand them and explore better coping mechanisms that may
: enable public institutions to maintain some measures of control and
: direction.
這個世界每一個想像的到的方面都在改變當中，人類也需面對一套全新的生存法則。
決策者可選擇忽略這些發展而在一團混沌中隨波逐流，或是嘗試了解這些發展並探索出反
應機制，讓社會制度能夠維持某種程度的控制及導引作用。
